The organization is a county-funded group who's mission is to help folks like you explore options, contact bus or tour companies to supply proposals for packages, etc.  those services come at no cost to you.

I have almost exactly the same plan.

I'm planing to go to Niagara Falls by Maple Leaf train on August 16,
stay over night (don't know where yet) and continue the next day to
Toronto, again with Maple Leaf.

The original idea was not to spend a night at Niagara Falls, but instead
be there juts for couple of hours, but unfortunately, there is only one
train a day that goes from Niagara Falls to Tronoto and that's the first
one coming from Rochester - that leaving no time period to walk around.

If there is an organized trip to Niagara Falls in the morning, I could
go with others one way and leave it afternoon by train, without the need
of staying over night and looking for an accommodation.
