Chairing a meeting is really easy. It doesn't require anything
special
at all. The chair needs to ensure that the agenda is ready, and then
needs to chase the rest of the party to show up (ping over IRC an hour
before the meeting etc.). One also gets badges for chairing meetings ;)
Can't wait to add another badge to my collection. :P
