You do not need to be on the IRC to be able to contribute. It's just one
of the channels we use to communicate with each other. There are quite a
few contributors who do not use the IRC at all :)

way, and I can install and test same, or update /write good concise

Well, no one is really going to "throw" anything your way. That isn't
quite how it works. You need to go out and find something to work on.
Keeping an eye on a particular mailing list is one good way of knowing
where work is required. Another great way is attending meetings, or at
least going through their logs to see what was discussed and what
actions need to be taken. Then, you throw your hand up and say "I'll do
this!".
I used to prgram in assembler, for speed and size, but currently do
most of my coding in C or C++.
I don't think we have any projects dedicated to programming. We may have
a few that are on the infra side. Most of the programming knowledge in
the community goes into package maintenance[1].
I do substantial writng on technical stuff, and when I reread it a few
days later, I am impressed with how good it is. (Self praise is no
glory, but good lucid explanations in grammatical sentence
construction helps)
Haven't you already posted to the docs list? Please do, if you haven't
already. They recently had a meeting. Please go through the logs[1] and
see if there's anything you'd like to do.
The meeting minutes mailing list[3] is an easy way of keeping in touch
with various teams' meetings.
