I'm not sure I understand all the questions here but
* fedocal already provides an iCal feed for each calendar and one for all
the calendars together (and this from the very first version). Just check
the sub-menu of a calendar or the documentation:

* iCal output is read-only, so even with integration into evolution or
california, one will have to go to the website to actually update/modify
fedocal
* fedmsg is already sending messages announcing a forth coming meeting (if
the meeting was set to send a reminder), see
