This was talked about at the meeting today. The reason for the package
being put into EPEL testing was covered in this update notice:

It has been in testing for a long time looking for data on if it will
break or fix systems. If you can please test and let the packager
know. There is no plan to have side-by-side versions of redis2 and
redis3 because redis2 is end of lifed.
Where can I find documentation or discussion threads or tickets which
answer questions like this?
Normally if you don't see it in the history of EPEL-devel then it
needs to be brought up like you did why it happened. After that
looking through bodhi or similar tools to contact the person who
submitted the build.
