guard scriptlets by `%if 0%{?rhel} && 0%{?rhel} <= 8` (because I
believe that RHEL8 doesn't have all required things).

The triggers that obsolete those scriptlets appear to exist in RHEL 8,
judging by the specs for some of the source packages.
Thus, `%if 0%{?rhel} && 0%{?rhel} < 8` is sufficient.
