You'd better open a bug in the bugzilla under Fedora EPEL against the relevant component if it is available in the EPEL6.
If not, open a bug under Fedora and request the epel7 branch.

The xfig package is owned by hdegoede@redhat.com. I have cc'd him on this but as Christopher Meng says, the next step should be to open a ticket in bugzilla for the package so it can be tagged as wanted in EPEL.
