I did a quick test build of it, and it didn't build.
It was missing gom-devel and telepathy-glib-devel
I have no idea why it want's telepathy-glib-devel, but telepathy-glib
looks like it should build in EPEL8.
gom-devel will be harder. gom is in RHEL8, but gom-devel is one of
those "missing devel" packages. You'd need to get it into CentOS 8
Devel repo.
But maybe gom-devel is optional, I don't know.
I am a total newb at building packages, and this is my first attempt.

EPEL8?
To get packages into RHEL8, the best way is to open a bug requesting
it[1]. If it already isn't in an earlier EPEL version (which
gnome-shell-extension-pomodoro isn't) then you need to open it in
Fedora / Fedora instead of Fedora / EPEL
When you open the bug, you need to remember that just because someone
maintains a package, doesn't mean they want to maintain it in EPEL
also..
