I'm confused about the process for requesting an epel7 branch (or
any
branch for that matter). There is a button in pkgdb to do so, but this
documentation still refers to adding an SCM request in bugzilla:

Which one is sufficient? How long does this usually take?

Either process should work currently.
Basically the new pkgdb process is going to be the only way after we
get everything worked out with it, but until then and we announce the
cut over the old process should continue to work.
For time, it depends.
If you are requesting an epel7 branch of a package you don't maintain,
there's 1 week for the existing maintainer(s) to ack your request or
reject it. If there's no response in 1 week it will be processed.
