There is an unfortunate dependency problem when trying to install rpmconf from EPEL 7 that is used by Amazon Linux 2. Who can I contact to try and resolve the dependencies? Is the spec file maintained by EPEL or the developer?

Try to disable the repository which provides python3.x86_64 0:3.7.9-1.amzn2.0.3 & its deps. The packages from EPEL ( python36-rpmconf and python36-rpm ) were build against ( and require ) python36 and are incompatible with the Amazon suite of packages which provide 3.7.9
Alternatively you could rebuild the packages of interest against the python version distributed by Amazon,

It was trivial to compile from src RPM I was just wondering in this scenario, should Amazon compile rpmconf and add this package to their base? Or is there something else I'm not considering?

I'd say it's up to Amazon to include the package in their own EPEL clone, whatever its name is.

I agree. Thing is they seem to use EPEL as-it with priorities set in all the repos. Think I'll discuss it further with Amazon.
