No, that seems reasonable... the maintainer might just be busy and
unable to deal with it yet.
You could try sending them a polite email directly asking if they could
take a look, or note in the bug that it's been a while...

is the one Bug is assigned to. Not sure whether I even should be
posting here, but this place seemed to be near the top of my choices
of where to seek advise.
Sure, you can. I'd keep such communication simple and polite...
"hey, noticed there wasn't much activity on bug foo, do you know if you
might get a chance to look at it soon" , etc.
