Apparently not?  This scratch build from earlier today,
https://koji.fedoraproject.org/koji/taskinfo?taskID=21149001
failed, not finding qt5-qtbase-5.6.2, which is presumably in rhel7.4 (going
on heresay)

The packages are there and the buildroots were rebuilt last night

I will see what is still fudged up.
