Should we assume in general that the rhel-extras or centos-extras or
equivalent repos need to be enabled if we want to use EPEL?
EPEL-7 is built against Server, Server-HA, Server-Extras,
Server-Optional and it is expected that these are available for this
to be run. We try not to replace or have newer packages than ones in
those channels.
