http://fedora.mirror.serversaustralia.com.au/epel//  has 6, 6Server, 7 but no 7Server.   

It would be good to have 7Server too. Not the end of the world, as I can work around this, but yes it would be good to have a 7Server just because it's easier to automate things

https://mirrors.fedoraproject.org/metalink?repo=epel-debug-7&arch=$basearch  can be https://mirrors.fedoraproject.org/metalink?repo=epel-debug-$releasever&arch=$basearch  on both RHEL 6, or 7

Well, we don't use releasever in the epel release repo files.
