It's not a "bad habit", it happens because when packages are retired,
keeping the packages there does a disservice to the community by
effectively forcing a maintenance burden when there's no maintainer.
As for stripping out previous releases, that's just how Pungi and
Bodhi do update composes at the moment. Someday that'll be fixed, but
then we'd have to come up with a policy on how many because there are
storage concerns for mirrors if we kept everything published forever.

Insofar as "phase lag with new point releases", AlmaLinux made their
release 48 hours after Red Hat did with RHEL. So, frankly, I'm not
worried there with AlmaLinux.
For bandwidth burdens, mirror networks are designed to alleviate that
burden and both have those in place.

RHEL 8.5 updated qt5 from 5.12 to 5.15. This allowed us to update the KDE
Plasma Desktop in epel 8 to the latest version, per the update schedule[1].
That update is complete, tested and pushed to epel stable.

** Known Bugs
- When running in Wayland (not X11), the start menu and notifications pop
up in the middle of the screen instead of the side.
** Next Update
- Per the update schedule[1], the KDE Plasma Desktop will remain stable in
EPEL for a year. That goes for both epel8 and the upcoming epel9.
Except for bugfixes, we do not expect any updates until RHEL 8.5 and RHEL
9.1.
