There is one question I can not find the answer, please help. I've looked through https://translate.fedoraproject.org/projects/docs-common-entities/master/, but it seems no such entity in this file.

These entities are not used anymore, they are from our old toolchain and are obsolete. Now with Publican we use per-document entities in .ent file, like [1]. So &PRODVER; is just 11 in this case. In this file you can see also other entities used in document (like &HOLDER;), but — is just a HTML character entity for dash [2].
