Try enclosing your <ulink> inside a <para>. Does that help?

Yup, that was it. I just figured it out. I had many itemizedlists that
didn't have the <para></para> inside them. Just fixed it and got a
'make html' successfully. I'll be updating the XML file on the site
shortly.
