The metatags themselves come from the DocBook specification, and the
best resource for learning more about them is DocBook: The Definitive
Guide, available for free on the web at
http://docbook.org/tdg/en/html/docbook.html.  It appears that your
snippet above comes from a <indexterm> tag, meaning that those
headings will show up in the index at the back of the book.

As for "Region and Language", that's the name of the part of the GNOME
control panel.  My best guess would be to translate that to match the
GNOME translation, so that the two translations match each other.  It
appears that "language configuration" can be translated directly.
