You'll need:
* FAS account and a completed CLA
* FAS group membership in 'gitrelease-notes' if you want to commit
changes
Everything else is just a process of (1) reading wiki history and
making changes in the DocBook XML based on the history records; (2)
committing to the git repo; and (3) either pushing changes or sending
them to someone else to do for you.
