Oops, I just looked at your doc to see what you were talking about. Apt
does exactly the same thing as yum. You could just copy/paste the
information about yum into the apt section. It even has the same
drawback as you mention for yum.
And to create a repository, you need to run:
genbasedir --flat --bloat --bz2only \
--topdir=/top_level/dir sub_dir1 subdir2 subdir3 ...
