It means that thrift has been blocked in koji. The usual reason for
this is that the package has been retired, and the block is what
actually removes the last-build version of package from the
distribution.
Looking in git I see that the package was retired 12 days ago
(

and a revert was committed twelve hours ago. A ticket to unretire it was
also filed (
https://pagure.io/releng/issue/8634) but that doesn't seem
to have been processed yet.

Yeah, I'm trying to get the package unretired and building again, but
it looks like the unretire actions weren't properly completed, so I
re-opened the releng ticket. I know very little about koji beyond
knowing I need to do `fedpkg build` in each git branch, and I had
never seen this error before.
