There is, the paper size information is part of the locale.
It's just that not all programs use that information. And of course
they can only use those values for an initial setup. I.e., firefox
could only use the information when it creates a new profile. The
setting in existing profiles must be accepted.
If you find a program not respecting the information in the initial
setup, file a bug for that program. Point to the LC_PAPER locale category.
