That's true. The old common is what caused the invalid fc8 tag to appear
in devel, and the tag -F should have fixed it, I've never had that not
work.
You don't need -F when you update "common", since the next time you
run "make tag" in devel, the new %dist value will make it into a new tag.
But you still cannot move the old tag from devel to F-8, not with -F
either. Hence in the F-8 branch you need to bump to something like
5%{dist}.1
