File a bug with upstream to update the copy of the license shipped

The FSF's address is :
Free Software Foundation, Inc.,
51 Franklin Street, Fifth Floor, Boston, MA 02110-1301 USA
Unfortunately, it's not just the license, it's also the license headers on
source files.
For the software for which I am upstream, I have started to replace those
addresses in source files with the web page reference from the recommended
license header of the GPLv3:
You should have received a copy of the GNU General Public License
along with this program. If not, see <
http://www.gnu.org/licenses/>.
IMHO, this is a good idea even for code which is GPLv2+. (GPLv2-only code
(ugh!) should probably refer to
http://www.gnu.org/licenses/old-licenses/gpl-2.0.html instead, or keep the
postal address as recommended in the GPLv2.)
