Change the initscript for current RHL defaults (whereever they are
specified ;-) ;-):
- It is bash-only.
- Translations are possible.
- Do not use subshells if not needed.
- Add reload as dummy function.
- Use touch instead of /bin/touch. (That is personal feeling.)
