bash-completion is simply too smart for this kind of usage.
Hitting Alt-/ instead of tab can be used to force filename completion
which is sometimes helpful, maybe also in the above scenario.

doesn't get pulled in by another package during an update
My plan is for F-16+ comps only, so this should not happen. I guess it
would get pulled in by group updates though (assuming any of this
happens in the first place ;)), i.e. "yum groupupdate @base" or "yum
update @base" and the like could pull it in if it's not installed, but I
don't remember ever using those commands so I cannot say for sure.
