The doc does assume that the reader has some familiarity with
the rpmdistro-gitoverlay project, yes. I'll look at tweaking that
doc to mention looking at the toplevel README.
rpmdistro-gitoverlay *replaces* koji, it isn't something you can use
on a "traditional package".
Anyways, it's pretty simple, rpmdistro-gitoverlay does a recursive
git mirror in to src/ - and recursive here includes submodules, for
exactly the reason you raised. A number of important real-world
modules use them (including ostree/rpm-ostree).
