Since we already moved from somewhere else to /etc/pki not
so very long ago I think we should stick with it for the time
being.

certs was not used before because there are not only certificates but
also keys. It is used for example for rpm-gpg keys and gpg doesn't have
certificates at all. So please stick with pki.
