Its the default Linux assumption always has been. RHEL is kind of special
in that it bothers (at great pain and hard work) to preserve bits of kABI
Your assumptions probably are not the same as a typical new fedora user
who might not have any assumptions at all - and I think this distinction
should be made clear on the fedora project pages.
If your 3rd party driver had its dependancies correct your kernel
update would
have been caught by rpm as violating a requires. Ask your packager
