I've suggested a temporary enhancement before:
sed -e '/\* [a-zA-Z]\{3\} [a-zA-Z]\{3\} [0-9]\{2\} \(200[0-2]\|199?\).*/,99999 d'
applied on a changelog would drop changelog entries older than 2003.
