I've been getting the bodhi messages after 7 days but could mark updates
stable after 3. So it seems the messages are out of sync with policy, but
bodhi itself is OK.
Fixed.
The F20 pre-beta policy configuration got out of sync with the bodhi
masher, which runs those periodic nagmail jobs.
