Is a ruby 2.1 RPM available for us to test build our packages against?
(I checked koji, doesn't appear to be any there.)

No, not yet ... I wanted to build in Copr, but it fails due to old
Kernel :/ Nevertheless, you can checkout ruby from dist-git and you
should be able to scratch-build in Koji for yourself from
private-ruby-2.1 branch.
