OK I see the problem, I think.
For grub.cfg in /boot/grub2/ then grubby uses linuxefi and initrd.
For grub.cfg in /boot/efi/EFI/fedora then grubby uses linuxefi and initrdefi.
Shouldn't grubby use the correct command for the platform, regardless of the location
of the grub.cfg?
I don't know, but I'm not sure how you have a UEFI install reading the
grub.cfg in /boot/grub2?
