That someone was me! :)

I'm really sorry that wingpanel-indicator-datetime was broken in
fedora 31+ for so long. The upstream project took a while to port to
libecal-2.0, and only yesterday pushed this support to git master.

Luckily the patch applies cleanly on top of the last stable release,
so I was able to just include the patch for libecal-2.0 support, and
rebuild the package for rawhide and fedora 31 just now.

Like Samuel said, the fixed build will take about 1-2 days to reach
you if you have updates-testing repository enabled, and about 8-9 days
otherwise.
