Why not create a utility program to convert dynamically between
swap-on-zram and swap-on-disk?
I personally believe swap-on-zram is a waste of RAM to begin with, so I still
believe it's important that it should be an install-time option, even if there
is such a program that simply runs `swapon` or `swapoff` and the relevant
commands to destroy the zram device.
