What is the assumed minimum set?
It is 'coreutils' + 'kernel' + the deps. When there would not be rpm
bugs, you could do 'apt-get install coreutils' (resp. 'kernel') to
install them.
Just the 6?
These are the glibc requirements.
Or something more?

The 5 minute jump at 20:19 marks the border between 'coreutils' and
