I'd have an evil plan. That would be to register rpmfusion.us and
rpmfusion.eu (or
rpmfusion.org), have all fedora docs point to
rpmfusion.us, and do whatever is possible outside of USA in the other
one.
I wonder if that'd satisfy lawyers.
