FWIW, the commands were (starting from recent F17):
sudo yum install fedora-release-rawhide
sudo yum --enablerepo=rawhide install libudev
So it seems just this command is required:
sudo rm -rf /var/lib/rpm/__db.00*
Perhaps there is a missing %post or similar?
