That "exception process" is a joke! It takes too long to get approval from 2
people, one in a medium-sized group and the other in a very large group, and
so the process is that you need to get 5 votes out of a group of only 9
people which only meets once a week instead? (Not to mention that they'll
probably say "-1, just get a proventester to test it".) Needless to say,
this ridiculous process has never ever been used.
But it's a group of people who are *obliged* to meet once a week and
cover all business presented to them.
No-one's tried to use the process, so we can't draw any conclusions
about how it would work, can we?
