If a build has been submitted for freeipa "since koji changes went
live" (whatever that means) then the scripts wouldn't have submitted
another one. See:

(looks like freeipa has been built twice since the beginning of July).
The second
rebuild is what I just did today.
From my reading of the rebuild ticket anything built before 2012-07-09 was
supposed to be rebuild.
