In that case: Since Fedora defaults to link-local, they would have to run radvd locally just like you had to, run a DHCPv6 server, or assign IPv6 addresses manually in NetworkManager. My suggestion would be to set IPs manually. (fd00:1:2:3::1, fd00:1:2:3::2, etc)
