This is now `on` by default for every new package added to pkgdb.
For the old one you will have to do it manually (or via a script using
the API).
Could a one time report be generated and sent to the mailing? Or is the
list too long for that to be feasible?
Rather than doing a one-time script/report I wrote a script anyone can run as
