As I understand it, regardless of which one we decide to document and
market as primary, the plan is for the package to include that symlink
and for both commands to just work identically.

If we're keeping both commands, I don't really care - but to make sure I'm understanding this,
we're proposing to eliminate the yum code, create a symlink for yum pointing to dnf and then
change our documentation to no longer reference dnf - only reference yum?
