It looks like the package was retired (perhaps mistakenly - there is
no dead.package file) for f18 and devel, which is why you cannot take
ownership of it for those branches.
This package was retired back in the f15 timeframe, so it needs a new
review to bring it back.
You might ask the former maintainer why they dropped it:
