In all our tests, it did.

depends on the point of view
at a minimum it should be granted that the kernel of the new
distribution version is the default after dist-upgrade
That's easy to lie around and say. Do you want to be responsible for a)
testing to ensure that it's the case, b) coming up with viable patches
to ensure it happens, and c) delaying the release until this is the
case?
