Cool, didn't know that was the process.
I don't have editbugs privileges, but have put a request and rationale
in the bug as a comment. Also updated the needinfo for this bug.
Without knowing the ins and outs of yum/preupgrade suspect it may be
due to some change in the way the location information is handled.
