The upstream issue actually says they want to keep building 32-bit in their CI, so it should compile just fine, they just won't test it. So an ExcludeArch should not be necessary.
It is quite likely that many upstream projects are never tested on armv7hl by upstream. That doesn't mean we need to ExcludeArch: armv7hl all of them.
