you're absolutely right.
Try doing a yum downgrade to the nss-softokn-freebl in f13.
And then file a bug on it.
I've just seen exactly the same thing with a system going from F12 to
F13 with preupgrade. BZ filed here:

As Seth suggested, this resolved the issue for me:
yum downgrade nss-softokn-freebl nss-softokn
I wonder if it should be added to the common problems wiki page.
