It cannot be retired in stable Fedora branches, since the packages
cannot be removed from the mirrors or distributed DVDs. I retired it in
f24 and master now. What about EPEL7, should it be retired there as
well?

Sorry, I didn't notice it mentioned in the wikis that I read about renaming that they shouldn't be retired from stable branches. It would probably be helpful if that sort of information there. Or even better, if fedpkg prevented or at least warned about this sort of thing.
