There was a signing issue. This is seen by the fact it was tagged into
f28-pending. There's a few reasons this might happen, and depending on
what it is the quickest way for anyone to fix this themselves is to
try and untag/retag it to -pending and it should move to f28 in a few
minutes, if not open a rel-eng ticket.
I just ran:
koji untag-pkg f28-pending k3d-0.8.0.6-9.fc28; koji tag-pkg
f28-pending k3d-0.8.0.6-9.fc28
and you'll see now it's tagged into f28
